In July 2018, the National Caucus of Environmental Legislators (NCEL) hosted their annual National Issues Forum in Los Angeles, CA. The event gave hundreds of legislators from 37 states the opportunity to collaborate on environmental policy solutions and learn best practices from both current and former legislators. Senator Fran Pavley joined California Air Resources Board Chairwoman Mary Nichols and California Assemblymember Richard Bloom for a plenary panel about California’s environmental achievements.
Senator Pavley gave an overview of the history of California’s climate change laws and spoke about the work she is focusing on now with the Schwarzenegger Institute’s Digital Environmental Legislative Handbook. Senator Pavley shared how this great resource was created to facilitate the collaboration between state legislators and to help legislators easily replicate laws that have been successful in other states. Lawmakers were fired up during Senator Pavley’s remarks and many came over to the Schwarzenegger Institute table to ask for more information and submit their own legislation to the Digital Environmental Legislative Handbook.
The Digital Environmental Legislative Handbook was launched in 2017 by the USC Schwarzenegger Institute in collaboration with NCEL and with support from the Leonardo DiCaprio Foundation.
